dc.description.abstractThe presented paper gives an overview of the EU-Kyrgyzstan cooperation for the last almost twenty years. The research question of the paper is why the comprehensive approach has failed. To answer it, the discussion starts from the main points of the collaboration under the TACIS program. Then, it shifts to the EU Strategy to Central Asia, defines the comprehensive approach, and gives the vision of the Strategy by the EU officials and the Kyrgyz intellectuals. The discussion concludes by the critique of the Strategy, from which the research question was derived.en_US
