Abstract: This paper provides comparative analysis of the institutions of adoption in Russia and Kyrgyzstan, as well as analysis of bans on inter-country adoption. The international adoption bans as well as some restrictions associated with long procedures and adopters checks will limit adoption of children by foreigners, but it does not guaranteed that it will increase the number of domestic adoptions. But today prohibitions and restrictions imposed on international adoptions are necessary measures as control over the procedure of international adoption can prevent corruption and criminal acts against children - orphans.
