dc.description.abstractThe purpose of this work is to examine the challenges and risks to which SWAp in the education might be exposed. For these purposes the opinions of the people involved in SWAp (technical assistance project staff, the project manager, and representative of the Ministry of Education) and independent observers were gathered. The analysis of collected information shows that the main risks associated with SWAp are the weak human capacity of the beneficiary (in this case – it is the Ministry of Education) and risks associated with the budget support (the main financing modality of the SWAp by the European Union), namely the corruption present in the country.en_US
